    DEPARTMENT OF MUSLIM RELIGIOUS & CULTURAL AFFAIRS

    01. Ramazan Arrangements:

    a. Arrangements are to be made to obtain necessary quantity of dates from K.S.A., U.A.E and other countries.

    b. Invitations are to be extended to Arab countries to obtain the service of Foreign Qaries and Dhayees to preach and recite Quran during the Ho0ly month of Ramazan.

    c. Hilal committee is to be strengthened to decide the moon site without any problems.

    02. Hajj Activities for 2004:

    a. Hajj act will have to be presented in parliament shortly.

    b. Close watch on the activities of the Travel Operators in order to increase the welfare of the Hajj and Umra pilgrims.

    c. A special passport counter was opened for a period of three weeks at the Department of Immigration and Emigration to help the pilgrims to get their passport without any difficulties

    d. Arrangements to be made with the government of K.S.A and the embassy of K.S.A to obtain required number of visas for the pilgrims and free movement pass for the travel operators.

    e. Arrangements to be made with the airline authorities to charter flights in order to get the seats at lower rates.

    f. Officers will be sent to assist the airport authorities during the departure and arrivals of pilgrims at Katunayake International Airport.

    g. A team of senior officers are to be sent to look after the welfare of the pilgrims and the travel operators in K.S.A. and also to check the activities of the Travel Operators regarding the promised facilities to the pilgrims and welfare of the Hajees.

    h. A medical team is to be sent to K.S.A. to treat the Sri Lankan pilgrims during the Hajj

    i. Request is to be made to the Ministry of Foreign Affairs to meet the request for the expenses of the Hajj period of the Consular General of Sri Lanka for K.S.A.

    03. National Meelad Un-Nabi Celebration:

    a. Arrangements are to be made to conduct the National Meelad celebration on the due date.

    b. Competitions will be conducted as usual in more districts.

    c. Honorarium for Muazins and Katheebs, selected from various districts.

    d. History book of the Meelad district.

    e. Development projects at the venue to be completed before the Meelad.

    f. Training programmes for unemployed youths of the area.

    04. Muslim Information Centre and Website:
    It has to be further developed, to maintain complete information about the Muslim community.

    05. Encouragement to Writers:
    Encouragements are to be increased to Islamic book writers.

    06. World Conference on Minorities Jurisprudent:
    A conference on Minorities Jurisprudent is to be hosted in Colombo this year, the 
    arrangements are to be finalised.

    07. Special Identity Cards for Islamic Clergies: 
    Issuing of Special Identity cards to the Islamic Clergies is to be continued and expedited.

    08. Construction of Muslim Cultural complex:
    The construction of Muslim Cultural Complex at the revised cost of Rs.255Million is to be accelerated.

    09. Wakf Board:

    a. The Wakf act is to be amended to suit the present need of the community. 

    b. The new Wakf board, which was constituted in the later part of the year 2003 has taken steps to expedite the rulings of the cases that are coming for the jurisdiction of the Wakf board.

    10. Quran Madrasa, Arabic Colleges, Hilful Quran Madrasa, Pre schools and Ahadiya Schools:

    a. The common syllabus to maintain uniformity among these Islamic institutions.

    b. A new syllabus is to be introduced to the Arabic Colleges next year

    c. Assistance to introduce advanced technologies in their study rooms.

    11. Halal Act: 
    An act to organise the Halal food is to be introduced this year.

    Narrated//Abu Hazim: I asked Sahl bin Sad, "Did Allah's Apostle ever eat white flour?" Sahl said, "Allah's Apostle never saw white flour since Allah sent him as an Apostle till He took him unto Him." I asked, "Did the people have (use) sieves during the lifetime of Allah's Apostle?" Sahl said, "Allah's Apostle never saw (used) a sieve since Allah sent him as an Apostle until He took him unto Him," I said, "How could you eat barley unsifted?" he said, "We used to grind it and then blow off its husk, and after the husk flew away, we used to prepare the dough (bake) and eat it."
